The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) has issued a weekend weather advisory for Cebu Province, warning residents to prepare for sustained hot and humid conditions through Sunday, April 19.

According to the Visayas Pagasa Regional Services Division's daily outlook released Saturday, daytime temperatures across the province are forecast to range between 25 and 31 degrees Celsius. However, the heat index — which measures the apparent temperature by combining actual air temperature with relative humidity — is expected to reach 35°C, placing conditions in the "extreme caution" category under international heat safety guidelines.

The heat index, sometimes called the "feels-like" temperature, provides a more accurate representation of thermal stress on the human body than air temperature alone. April and May historically represent the hottest months across the archipelago, as the northeast monsoon weakens and before the southwest monsoon brings increased cloud cover and precipitation.

This seasonal heat intensification has become more pronounced in recent years. Philippine climate data shows a measurable increase in both the frequency and intensity of extreme heat days, consistent with regional warming trends documented across Southeast Asia. Beach destinations typically see increased traffic during hot spells, though operators must remain vigilant about heat-related incidents among tourists unaccustomed to tropical conditions.

Sustained heat events place measurable stress on electrical infrastructure as air conditioning demand surges. The Visayas grid has experienced capacity challenges during previous heat waves, though recent infrastructure investments have improved system resilience. Energy authorities typically issue conservation appeals during extreme heat periods to maintain grid stability.

Water utilities also face increased demand during hot weather, both for consumption and non-potable uses like cooling and sanitation. Cebu's water supply systems have historically struggled with distribution challenges, and heat-driven demand spikes can exacerbate pressure differentials in the network.

The weekend forecast does not indicate any immediate weather systems that might bring relief through increased cloud cover or precipitation.
